Official representatives of the Russian Ministry for Foreign Affairs in the North-West Federal District are participating in the project «International cooperation in the Northern Europe, 2008» of the Nordic Council of Ministers’ programme of «Exchange of civil servants». The overall objective of this exchange programme is to promote and strengthen cooperation in the Nordic region and neighbouring countries by developing competencies and establishing contacts between the Nordic countries and North West Russia. Such an initiative could contribute to enhancement of awareness on Russian-Nordic cooperation in the international network institutions.

On 20 November the closing conference in the frames of “Social Work with Juvenile Delinquents” project took place in St. Petersburg, attracting over 120 participants. The project was implemented in St. Petersburg in 2000-2008 under Sida’s funding. The goal of the project was to develop methods for crime prevention, social adaptation and rehabilitation of juvenile delinquents and apply them in the work of St. Petersburg social bodies.
The main partners in the project were the Stockholm University and the St. Petersburg Committee on Labour and Social Security. The co-partners were the St. Petersburg Commission for Juvenile Cases of the Committee for Justice, Legal Order, and Safety; the St. Petersburg Committee on Youth Policy and Social Organizations Interaction; Main Headquarters of the Federal Penitentiary Service in St. Petersburg and the Leningrad region (GUFSIN); the City Court of St. Petersburg; and the Central Internal Affairs Directorate in St. Petersburg and the Leningrad region (GUVD). On 30 September – 3 October the VIII session of the Russian-German Forum “Petersburg Dialog” took place at the premises of the St. Petersburg State University. The theme for this year was “Russia and Germany in a Global World – Modernization Partners”. The Forum attracted many public figures and high-rank officials, including Dmitry Medvedev, President of Russia, and Angela Merkel, Chancellor of Germany.

On 27 September for the first time ever St. Petersburg celebrated Europe Day. The Delegation of the European Commission to Russia in collaboration with Consulates General and Culture Centres of EU Member States had prepared a most diverse programme. The opening ceremony, which was followed by the interactive debates “Borders of Europe and the European Identity”, took place at the Grand Hotel Europe. Some Consulates and Culture Centres invited to the Open Doors events at their premises, offering information on cultural and educational programmes, tourism, quizzes and free language lessons.

The Leningrad Region Chamber of Commerce and Industry in cooperation with the Northwest Business Development Centre Nordica started arranging a group of business visitors to the Scandinavian Technical Fair 2008 to be held at Stockholm International Fairs on 21-24 October.

St. Petersburg – Helsinki Ferry Connection Renewed On 1 August the ferry connection between Helsinki and St. Petersburg was renewed after a long brake. Julia ferry was launched by the Finnish operator Stella Lines. In 2008 the ferry is expected to make around 70 calls at the St. Petersburg port. The cost of a one-way ticket is EUR 50. The ferry holds 700 people and 400 cars. The ferry line will operate the whole year round.

North-West Business Development Centre "Nordica" and Leningrad Region Chamber of Commerce and Industry started to collect applications for participating in business mission to Scandinavian Technical Fair 2008 that will take part in Stockholm on 21-24 October. The fair is included in the list of high-priority trade fairs for 2006-2008 approved by the St. Petersburg Government on 21 November 2005. During the trip a visit to the Trade Representation of the Russian Federation in Sweden will take place. Business Development Centre "Nordica" became official partner of the “Robot technical Congress” at “Stockholm International Fairs” in 2002. Leningrad Region Chamber of Commerce and Industry organises such a trip for the second time. Number of participants is not limited.

On 10-11 June 2008 the Russian-Swedish Forum took place in St. Petersburg attracting over 600 participants from Russia, Sweden and the EU. The Russian-Swedish Forum became a great opportunity for hundreds of project owners and other stakeholders to meet with the purpose of sharing experiences and discussing forms and priorities of the future co-operation. By the end of 2008, the Swedish national financial support of Russian-Swedish projects, provided by the Swedish International Development Cooperation Agency SIDA, is to be phased out. The Russian-Swedish Forum was therefore devoted to discussion of the fifteen-year co-operation between Sweden and Russia, prospects for the future, as well as experience exchange in such areas of collaboration as environmental protection, social and health care, democracy and human rights.

XII St. Petersburg International Economic Forum, 6-8 June
On 6-8 June 2008 the XII St. Petersburg International Economic Forum will take place. Conducted under the auspices and with participation of the President of the Russian Federation, the Forum annually gathers world leaders to discuss issues of current importance faced by Russia and the world community. Traditional participants of the Forum are presidents, prime ministers, heads of parliaments, and ministers of a number of countries, as well as the international business elite, editors-in-chief of the biggest world mass media and other newsmakers.
Swedish Dental Clinic: 10th Anniversary
On 7 April the Swedish Dental Clinic will celebrate its 10th anniversary. The project was initially launched by two Swedish entrepreneurs Karl Peter Håkansson and Lars-Alvar Wassdahl. The clinic provides all kinds of services not only to Russian, but also to foreign citizens. The offered services include operative dentistry, parodontics, oral surgery, orthodontics, professional oral hygiene etc.
Visit of the Stockholm City Council Presiding Committee to St. Petersburg
On 18-19 March Mr Bo Bladholm, President of the Stockholm City Council; Ms Kersti Py Börjeson, 1st Vice President; Mr Hadar Cars, 2nd Vice President; and Ms Cecilia Fraenkel, Senior International Officer, the City of Stockholm Executive Office, paid a working visit to St. Petersburg. The group visited the Consulate General of Sweden in St. Petersburg, the Stockholm Region Office in St. Petersburg and had a meeting with the Chairman of the St. Petersburg Legislative Assembly, Vadim Tulpanov.

Две медицинские ассоциации Петербурга создали рабочую группу, которая будет лоббировать внедрение менеджеров в городские и российские больницы. Частные врачи полагают, что управлять лечебными учреждениями должны не главврачи, а финансисты. На круглом столе, собранном по этому поводу, против подобной идеи высказался только один доктор. Он же по второму образованию сам менеджер здравоохранения, правда, из госбольницы. Представители Смольного, областных властей и парламентов вовсе проигнорировали приглашение на мероприятие.

-Мое отношение к этой системе отрицательное, потому что, во-первых, и если и создавать централизацию закупок, делать это нужно очень продуманно, с подготовкой нормативных документов, чтобы не возникало никаких вопросов. Во- вторых, больница является динамичной организацией, где не всегда возможно уложить закупку четко в план. Бывает так, что определенные лекарства необходимы сегодня. А сама процедура подачи заявки и её согласование занимает до 10 дней. Это не очень удобно. В-третьих, поставщики не предоставляют нам цен медикаментов до приобретения.

Больницы заподозрили в кражах.
МОСКВА-СПб. Росздравнадзор приступил к масштабным проверкам больниц и поликлиник. Особое внимание планируется обратить на оборот дорогостоящих лекарств. В федеральной службе в сфере здравоохранения и социального развития (Росздравнадзор) пояснили, что медицинские учреждения проверяются регулярно, при этом до настоящего времени основное внимание уделялось соблюдению лицензионных требований. Однако у сотрудников службы появилась информация о том, что больницы и поликлиники участвуют в незаконном обороте дорогостоящих препаратов, в частности, подделывают документы, списывают лекарства, а затем перепродают их.
МЕНЕДЖМЕНТ В ЗДРАВООХРАНЕНИИ НА СЛУЖБЕ НАЦИОНАЛЬНОГО ПРОЕКТА
Региональная ассоциация менеджеров здравоохранения (РАМЗ) была создана в декабре 2005 года в Санкт-Петербурге и представляет собой продукт слияния передовой научной мысли в лице Высшей экономической школы Санкт-Петербургского Государственного университета экономики и финансов, и практической медицины, в лице руководителей государственных и частных медицинских учреждений. На базе Высшей экономической школы под руководством доктора экономических наук, профессора Страховой О.А. уже с 2002 года проводится уникальная программа «Менеджмент в здравоохранении», готовящая профессиональных менеджеров для этой сферы. В рамках своей деятельности Ассоциация взаимодействует с рядом государственных и частных компаний.
Подготовка профессиональных менеджеров для организаций здравоохранения как одно из направлений реализации Национального проекта «Здоровье».
Происходящие в российском здравоохранении изменения и необходимость реализации Национального проекта «Здоровье» ставит перед руководителями лечебно-профилактических учреждений страны задачу проведения серьезных структурных преобразований в системе здравоохранения, которые, прежде всего, требуют внедрения новых технологий управления.
СТРАТЕГИ-ЭСКУЛАПЫ
"Вы готовы к новым преобразованиям, то вперед!". С этих слов в мае этого года в Санкт-Петербурге, на базе Детской инфекционной больницы №5, стартовал постоянно действующий семинар "Стратегическое управление деятельностью медицинских учреждений в условиях рыночной экономики". Организатором этого мероприятия выступила Региональная ассоциация менеджеров здравоохранения.

Менеджеры идут в больницы. Управление учреждениями здравоохранения скоро перейдет из рук главврачей и заведующих отделениями к профессиональным менеджерам.При Санкт-Петербургском государственном университете экономики и финансов (СПбГУЭФ) (19455)* создана Региональная ассоциация менеджеров здравоохранения (РАМЗ), Задачи ассоциации - обучение главврачей и заведующих отделениями больниц новым методам управления. Современные руководители не имеют навыков не то что управления, даже общения и руководства коллективом. Особенно сложны и вопрос- новая система закупок для лечебно-профилактических учреждений. Она требует знаний в области права и экономики.
МЕНЕДЖЕРЫ ОБЪЕДИНИЛИСЬ
20 июня в Городском центре медицинской профилактики Санкт-Петербурга состоялась пресс-конференция, посвященная созданию Региональной ассоциации менеджеров здравоохранения. Несмотря на то, что сама организация существует уже в течение полугода, ее руководители решили встретиться с прессой только сейчас, чтобы не просто сделать программные заявления и рассказать о планах ассоциации, но и поделиться конкретными результатами проделанной работы.
